The Opportunity
Ironclad Defense Works is seeking an Instructional Systems Designer, eLearning to support NATO Allied Command Transformation’s Learning Technology Section. This position will design, develop, evaluate, and continuously improve eLearning and instructor-led education products supporting NATO personnel, partners, and training organizations.
This role requires a professional who will collaborate closely with subject matter experts and stakeholders to conduct needs analyses, establish measurable learning objectives, structure courses, create instructional content, develop assessments, and produce SCORM-compliant learning products for delivery through Learning Management Systems.

This position requires an active National SECRET (or higher) security clearance from the U.S. or a NATO member nation. Applicants who do not possess the clearance specified above cannot be considered at this time.
Compensation
Compensation for this position ranges from $90,000 - $110,000 annually. Final salary will be based on factors such as experience, education, skills, qualifications, location, contract requirements, and overall affordability.

Key Responsibilities
- Conduct learning and Training Needs Analyses with SMEs and stakeholders.
- Define measurable learning objectives aligned with course outcomes.
- Design course structures, modules, lessons, assessments, and learning sequences.
- Develop instructional content using storyboard-based and rapid-development methodologies.
- Select instructional strategies appropriate to learner needs and course objectives.
- Develop pre-assessments, formative assessments, and summative assessments.
- Establish course evaluation and learner-feedback mechanisms.
- Continuously refine course content based on learner and stakeholder feedback.
- Coordinate directly with NATO SMEs, clients, and project stakeholders.
- Provide instructional systems design and quality-assurance support to NATO course providers.
- Develop and facilitate virtual and residential instructor-led training, workshops, and professional-development activities.
- Research and recommend emerging learning technologies and instructional methodologies.
Required Qualifications
- Master’s or bachelor’s degree in Education and Training Development, learning theory, educational psychology, instructional design, educational evaluation, or a related discipline.
- Candidates with a bachelor’s degree must have at least three years of experience as an Instructional Systems Designer.
- At least three years of eLearning development experience within the past five years.
- Demonstrated experience communicating with clients, SMEs, and stakeholders throughout the instructional-design lifecycle.
- Experience using modern eLearning authoring tools to create SCORM-compliant learning content.
- Experience developing and managing content within an LMS such as Moodle or an equivalent platform.
- Ability to provide a portfolio demonstrating contributions to at least three eLearning projects, including representative storyboards, course-flow examples, and assessment strategies.
- Preferred Qualifications
- Experience supporting NATO, DoD, military education, or multinational training environments.
- Experience with Articulate Storyline, Rise, Adobe Captivate, or comparable authoring tools.
- Knowledge of ADDIE, SAM, adult-learning theory, and competency-based learning.
- Experience developing virtual and blended-learning programs.
- Experience with Moodle administration or course configuration.
- Familiarity with SCORM, xAPI, accessibility, and eLearning quality standards.
