The Opportunity
Ironclad Defense Works is seeking Senior Digital Transformation Program & Portfolio Managers to support NATO Allied Command Transformation in Norfolk, Virginia. These positions will support enterprise-wide digital transformation initiatives as ACT continues its evolution toward a more data-driven, cloud-enabled organization.

The role combines senior program and portfolio management with digital transformation, information technology, requirements management, capability development, Command and Control, and organizational change. The successful candidate will help coordinate complex transformation initiatives involving cloud modernization, enterprise data, digital information and knowledge management, emerging technologies, workforce digital literacy, legacy-system modernization, and business-process change.

This position is particularly well suited for an experienced defense or multinational program professional who understands how to lead complex initiatives from requirements and governance through execution, risk and dependency management, stakeholder coordination, and senior-level decision support.

Key Responsibilities
  • Lead and support project, program, and portfolio management activities associated with NATO digital transformation initiatives.
  • Support integrated planning, prioritization, governance, execution, and coordination across enterprise transformation activities.
  • Support digital transformation program management, portfolio management, information and knowledge management, strategic communications, and digital literacy initiatives.
  • Conduct requirements elicitation, requirements management, and stakeholder engagement supporting transformation initiatives.
  • Support cloud migration, enterprise-data modernization, improved data accessibility, and adoption of cloud-native architectures.
  • Support business transformation and organizational change associated with modernization of legacy systems and processes.
  • Contribute to exploration and assessment of Emerging and Disruptive Technologies, including artificial intelligence, autonomous systems, quantum technologies, next-generation networks, advanced manufacturing, biotechnology, and other emerging capability areas.
  • Conduct or support quantitative and qualitative analysis to improve situational awareness, information fusion, course-of-action analysis, cost and schedule estimation, and benefit analysis.
  • Conduct business analysis supporting changes to business and operating models.
  • Analyze current-state business processes and help define and document improved future-state processes.
  • Develop decision-support products and analytical aids for senior leaders and decision-makers.
  • Develop and maintain program-management products including risk-management plans, dependency-management plans, communications products, schedules, briefings, reports, and administrative products.
  • Apply capability-development and capability-management knowledge within the Command and Control environment.
  • Support capability architecture and configuration-management activities.
  • Coordinate across technical, operational, program-management, and senior-leadership stakeholders.
  • Plan and support meetings, workshops, conferences, and other transformation-related events.
  • Brief senior military and civilian leaders on program status, risks, dependencies, requirements, priorities, and recommended actions.
  • Perform additional digital-transformation activities as directed.

Required Qualifications
  • University degree in Information Technology, Information Systems Engineering, International Business Administration, Quality Engineering, or a related discipline and at least two years of function-related experience; or
  • Higher secondary education plus advanced vocational training leading to a relevant professional qualification or accreditation and at least four years of related professional experience.
  • At least five years of experience within the past 10 years leading project, program, or portfolio management initiatives.
  • Demonstrated experience with requirements management and requirements elicitation.
  • Working knowledge of project/program/portfolio management, digital transformation, and information technology.
  • At least three years of experience within the past 10 years briefing senior leaders or decision-makers.
  • At least three years of experience within the past 10 years supporting Capability Development and Management processes in the Command and Control domain.
  • At least three years of operational knowledge of Joint Operational C2 and/or Maritime operations within the past 10 years, gained as either a military officer or civilian professional.
  • Working knowledge of capability architectures.
  • Working knowledge of configuration-management methods and practices.
  • Recent program and project-management experience within a complex, dynamic program environment.
  • Proficiency with Microsoft Office and collaborative software.
  • Professional English proficiency equivalent to C1/STANAG 6001 SLP 3333 or higher.
  • Valid NATO-nation passport with no travel restrictions to NATO nations.
  • Active NATO or National SECRET clearance, or higher.

Preferred Qualifications
  • Ten or more years of recent project, program, or portfolio management experience involving complex transformation initiatives.
  • Extensive experience combining P3M, digital transformation, and information technology responsibilities.
  • More than five years of experience briefing senior military, government, or executive decision-makers.
  • More than five years of recent C2 capability-development and capability-management experience.
  • More than five years of recent operational Joint C2 and/or Maritime experience.
  • Experience leading large-scale defense, government, multinational, or enterprise digital-transformation programs.
  • Experience managing complex transformation portfolios involving cloud migration, enterprise data, business-process modernization, information management, or legacy-system retirement.
  • Strong experience developing, eliciting, managing, tracing, and governing requirements.
  • Experience with capability architecture development or architectural frameworks supporting defense capability development.
  • Strong configuration-management experience within complex programs.
  • Experience developing and managing risk, dependency, governance, and portfolio-management frameworks.
  • Experience using IBM Rational DOORS or an equivalent requirements-management platform.
  • Experience supporting NATO, another multinational military organization, or a comparable defense environment.
  • Familiarity with NATO capability-development, Command and Control, digital transformation, or enterprise-governance processes.
  • Experience translating complex technical and operational information into clear decision-support products for senior leadership.

Clearance
This position requires an active National SECRET clearance, or higher, issued by the United States or another NATO member nation. Applicants who do not possess the required active clearance cannot be considered at this time.

Compensation
Final compensation will be based on factors such as experience, education, skills, qualifications, location, contract requirements, and overall affordability. Salary range: $130,000 - $165,000
