Role Overview:
The Concept Development Specialist at NATO’s Allied Command Transformation (ACT) is responsible for driving the creation and evolution of strategic and operational concepts that shape the future of NATO’s defense capabilities. This role is critical in ensuring that NATO remains ahead of emerging threats and is capable of adapting to the rapidly evolving global security environment. The specialist will work closely with various NATO bodies, partner nations, and other stakeholders to develop innovative concepts that align with NATO’s long-term strategic objectives.
Key Responsibilities:
  • Strategic Concept Development: Lead the formulation and refinement of strategic and operational concepts that address current and future security challenges. This includes identifying gaps, exploring new ideas, and developing comprehensive plans to enhance NATO’s operational effectiveness.
  • Collaboration and Integration: Work collaboratively with stakeholders across NATO, including member nations, industry partners, and academia, to ensure that concept development efforts are informed by a wide range of perspectives and expertise.
  • Experimentation and Validation: Oversee the testing and validation of new concepts through war games, simulations, and other experimentation methods. Ensure that concepts are practical, feasible, and provide a clear advantage in multi-domain operations.
  • Documentation and Reporting: Produce detailed reports and documentation that articulate the rationale, methodology, and expected outcomes of developed concepts. Ensure that these documents are accessible to NATO leadership and other relevant stakeholders.
  • Continuous Improvement: Stay abreast of global security trends and technological advancements. Continuously refine and update concepts to ensure they remain relevant and effective in addressing NATO’s evolving needs.
Qualifications:
  • Education: A bachelor’s or master’s degree in strategic studies, military science, international relations, or a related field. Advanced degrees are highly desirable.
  • Experience: At least 5 years of experience in concept development, strategic planning, or military operations, preferably within an international or defense organization. Experience with NATO or similar multinational military organizations is an asset.
  • Technical Skills: Strong analytical and research skills, with the ability to synthesize complex information into actionable concepts. Familiarity with NATO’s operational frameworks and decision-making processes is essential.
  • Soft Skills: Excellent communication and collaboration skills, with the ability to work effectively in a multinational environment. Strong leadership capabilities and a proactive approach to problem-solving are also required.
  • Clearance: A current SECRET security clearance is required
