The Opportunity
Ironclad Defense Works is seeking experienced Contract / Procurement Professionals to support NATO Allied Command Transformation in Norfolk, Virginia. These positions will provide direct procurement and contracting support across the full acquisition lifecycle, working alongside NATO Contracting Officers to execute competitive procurements, administer contracts, process purchases, maintain contract documentation, and support a wide range of acquisition activities.

The successful candidate will bring hands-on experience across pre-award, award, and post-award contracting activities and be comfortable interpreting procurement requirements, regulations, policies, and procedures in a complex international environment. This role requires strong organizational skills, sound contracting judgment, and the ability to coordinate effectively across technical, financial, operational, and contracting stakeholders.

Key Responsibilities
  • Support Contracting Officers throughout cradle-to-grave procurement activities.
  • Assist with acquisition planning, Statement of Work review, solicitation preparation, proposal evaluation, contract documentation, and industry debriefs.
  • Track and validate submissions supporting Requests for Information and competitive procurement actions.
  • Coordinate, consolidate, and post industry questions and answers.
  • Support execution of contracts and agreements associated with conferences, workshops, and other events.
  • Serve as a contracting specialist for purchases below €40,000, including seeking quotations and preparing purchase orders in coordination with the Contracting Officer.
  • Perform contract-administration activities involving contractor compliance, contract amendments, invoicing, DBIDS instructions, VISA letters, and related documentation.
  • Prepare purchase orders and ensure supporting documentation is properly collected and maintained in accordance with contract-file requirements.
  • Prepare and coordinate requests for deviations from normal procurement methods when required.
  • Maintain contractor and procurement databases supporting invoicing, option-period tracking, data calls, and contract administration.
  • Process invoices and contract closeout activities in coordination with Contracting Officers.
  • Support Foreign Military Sales and Acquisition and Cross-Servicing Agreement procurement activities.
  • Support National Security Investment Programme procurement data entry and execution of authorized projects.
  • Assist with annual reviews of existing contracts to verify currency and continued requirements.
  • Enter and maintain procurement information within CIRIS.
  • Translate complex procurement requirements into actionable acquisition timelines, strategies, and execution plans.
  • Perform additional procurement and contracting activities as directed.

Required Qualifications
  • Bachelor’s or master’s degree in business, contracting, acquisition, procurement, finance, management, or another business-related discipline. (At least 24 semester hours of business-related coursework; or a recognized contracting certification such as DAWIA, NCMA, CIPS, or equivalent qualification.)
  • Minimum of five years of demonstrated experience performing a broad range of procurement and/or contracting activities.
  • Minimum of two years of demonstrated experience supporting competitively awarded contracts across the pre-award, award, and post-award phases.
  • Demonstrated experience interpreting and applying contracting statutes, regulations, policies, and procedures.
  • Demonstrated understanding of Statement of Work development and the ability to translate customer or user requirements into clear, tangible, and measurable outcomes.
  • Demonstrated experience with contract administration and contract management.
  • Demonstrated ability to interpret complex procurement requirements and develop actionable timelines, acquisition strategies, and execution approaches.
  • Experience working closely with cross-functional teams and facilitating collaboration across technical, financial, operational, and contracting disciplines.
  • Strong, tactful written and verbal communication skills.
  • Proficiency with Microsoft Office and collaborative software.
  • Fluency in written and spoken English.
  • Citizenship of a NATO member nation.
  • Valid NATO-nation passport with no travel restrictions to NATO nations.
  • Active NATO or National SECRET clearance, or higher.

Preferred Qualifications
  • DAWIA Contracting certification or equivalent professional contracting certification, particularly at Level II or Level III.
  • Extensive contracting experience (beyond the five-year minimum), particularly candidates with significant independent responsibility across the acquisition lifecycle.
  • Procurement or contracting experience within a NATO command or organization.
  • Familiarity with NATO-specific procurement policies, rules, procedures, and governance requirements.
  • Experience supporting National Security Investment Programme procurement or contracting activities.
  • Experience using CIRIS.
  • Experience using NATO financial systems such as Oracle CNAFS/FINs or comparable financial-management systems.
  • Experience developing or supporting Agile procurement strategies, including Minimum Viable Products, sprints, prototypes, or iterative acquisition approaches.
  • Previous experience serving as a Warranted Contracting Officer or holding comparable delegated authority to award or administer contracts, particularly above €40,000 or the national equivalent.

Clearance
This position requires an active National SECRET clearance, or higher, issued by the United States or another NATO member nation. 

Compensation
Final compensation will be based on factors such as experience, education, certifications, skills, qualifications, contract requirements, and overall affordability. Salary range: $95,000 - $125,000.
