The Opportunity
Ironclad Defense Works is seeking a Senior NC3 Requirements Management Specialist to support NATO Allied Command Transformation in Norfolk, Virginia. This position will support NATO’s NC3 Modernization Program, one of the largest and most complex programs within NATO’s Common-Funded Capability Development portfolio.
The successful candidate will support the NC3 Integrated Capability Management Office in managing capability and technical requirements across a large, multinational modernization effort. The role focuses heavily on requirements engineering, requirements traceability, security requirements, benefits realization, capability acceptance criteria, and stakeholder coordination across NATO organizations, agencies, host nations, and end users.

Compensation
Compensation for this position ranges from $120,000 - $145,000 annually. Final salary will be based on factors such as experience, education, skills, qualifications, location, contract requirements, and overall affordability.

Key Responsibilities
- Support the continual review and refinement of NC3 Requirements Management and Benefits Realization plans.
- Review and update NC3 security policies, documentation, and classification guidance.
- Engage with stakeholders and users at the political, operational, and tactical levels to identify requirements, policy developments, and relevant engineering publications.
- Coordinate with Allied Command Operations, NATO nations, NATO Headquarters, HQ SACT organizations, agencies, and other program stakeholders.
- Work with Requirements and Quality Assurance organizations to align the NC3 program with NATO requirements-management best practices.
- Manage the Benefits Realization work strand as capability-management products are developed and projects are delivered.
- Develop comprehensive, measurable Capability Acceptance Criteria in coordination with agencies, stakeholders, and end users.
- Track Technical Requirements with agencies and host nations and ensure requirements remain valid, traceable, and appropriately managed.
- Support requirements associated with CIS and infrastructure capabilities operating in classified environments.
- Contribute to the development of relevant sections of NATO Capability Program Plans.
- Manage requirements, outputs, and program developments within IBM Rational DOORS.
- Ensure requirements-management activities remain integrated with other NC3 iCMO work strands and NATO capability teams.
Required Qualifications
- Bachelor’s degree or higher.
- At least three years of experience within the past 10 years in requirements engineering, including requirements management and requirements elicitation.
- Experience supporting capability development programs.
- Experience working with the NATO Common-Funded Capability Delivery Governance Model for capability development, implementation, and service management, or a comparable national capability-delivery framework.
- Experience supporting capability development within CIS or infrastructure-related programs in classified environments.
- Experience with IBM Rational DOORS or an equivalent requirements-management platform.
Preferred Qualifications
- Previous experience supporting NATO Allied Command Transformation, NATO Headquarters, Allied Command Operations, NCIA, or another NATO organization.
- Experience supporting NATO Common-Funded Capability Development programs.
- Direct experience with NC3, C3, CIS, communications infrastructure, or other complex defense modernization programs.
- Experience developing and maintaining capability and technical requirements across multiple organizations or nations.
- Experience establishing requirements traceability from operational needs through technical implementation and capability acceptance.
- Experience developing measurable Capability Acceptance Criteria.
- Experience with Benefits Realization planning and management.
- Experience interpreting or developing security requirements, security policy, classification guidance, or documentation for classified systems.
- Advanced proficiency with IBM Rational DOORS.
- Familiarity with NATO Capability Program Plans and NATO capability-development governance processes.
